001 Policy and Procedure Vehicle Pursuits and Emergency Vehicle Operation The purpose of this document is to establish a policy for the operation and use of emergency vehicles by the officers of the Town of Madison Police Department. The use of police emergency vehicles for non-emergency operations, emergency operations, pursuits, roadblocks, silent responses to crimes, escorts of other vehicles and transportation of sick and/or injured persons will be addressed in this policy as well as controlled-deflation devices.

004 Policy and Procedure Complaint Review The purpose of this policy is to inform all sworn employees of departmental procedures for addressing complaints of misbehavior and misconduct. This policy does not supersede applicable laws, statutes, ordinances or rules of the State of Wisconsin, Town of Madison, or Town of Madison Board of Police and Fire Commissioners.
005 Policy and Procedure Police Records To provide guidelines for the custody, security and delivery of official Town of Madison Police Department records or information.
005a Policy and Procedure Public Records Public Notice The Town of Madison Police Department is designated as an official authority for the keeping of police related records. The Chief of Police is the official legal custodian of Police Department records.
006 Policy and Procedure Domestic Abuse The official response of this Department is to recognize that domestic abuse involves serious criminal offenses. The intent of this policy is two-fold: 1. 036 Policy and Procedure Family Medical Leave Act The purpose of this policy is to briefly describe some of your rights and responsibilities under Federal and WI Family Medical Leave laws (FMLA); however, this policy does not, nor is it intended to, spell out every right and responsibility under the two laws.
050 Policy and Procedure Overtime The purpose of this policy is to provide a structure for monitoring, managing and controlling the use of personnel overtime. Consistency how officers fill overtime assignments are imperative.
051 Policy and Procedure Incident Notification Requirements The purpose of this policy is to provide guidelines as to when the Chief of Police shall be notified of certain events or incidents.
052 Policy and Procedure Uniform and Appearance Requirements and Spec To establish a uniform policy that will be applicable to all sworn personnel of the Department.
053 Policy and Procedure Ride Along Program To establish guidelines to civilians and sworn officers not employed by the Town of Madison Police Department to ride with a police officer.
054 Policy and Procedure Bloodborne Pathogens The Department realizes that police officers and some non-sworn personnel, in the course of their duties may be exposed to potentially infectious materials. The Department is responsible for making certain safety equipment available to minimize exposure. Although the Department is responsible for the provision of safety equipment, each individual has a responsibility to use and maintain the equipment properly.

055 Policy and Procedure Chain of Command The purpose of this policy is to define and provide unity of command, span of control, and assignment of authority and responsibility in the Town of Madison Police Department. 205 Policy and Procedure Arrest Decisions The purpose of this policy is to define the authority of officers to make arrests and to establish guidelines for effecting arrests, both with and without a warrant. Such guidelines shall serve to ensure that all rights and privileges afforded citizens during arrest situations will be diligently protected.
206 Policy and Procedure Police Service Dog The Police Service Dog program was established to augment police services in the Town of Madison. The purpose of this policy is to provide guidelines for the utilization of the police service dog in accomplishing the department’s goals and objectives.
209 Policy and Procedure False Alarms The purpose of this procedure is to provide guidelines for officers in handling false alarm calls received by this department and the management of the Town’s False Alarm Ordinance.

601 Policy and Procedure Case Management This procedure is designed to provide guidance in the management of investigative cases brought to the attention of the department.

605 Policy and Procedure Defense Reutilization and Marketing Service Equipment and Property Disposal Property The purpose of this policy is to comply with State of Wisconsin, Office of Justice Assistance and Wisconsin Technical College System Foundation rules regarding disposal of equipment and property received through the Department of Defense Excess Equipment Acquisition Program.
606 Policy and Procedure Eyewitness Identification To establish guidelines for the use of eyewitness identification procedures involving photo arrays, live lineups, showups, & facial composites. Further, to reduce the risk of wrongful conviction of innocent persons while increasing the probability of convicting the guilty persons.
610 Policy and Procedure Financial Transactions The purpose of policy is to state the guidelines under which department personnel shall obtain and dispense funds to be used for controlled substance purchases and informant expenses in drug investigations.
611 Policy and Procedure Handling Informants The purpose of this policy is to establish guidelines for proper documentation, utilization and compensation of Confidential Informants, Confidential Sources and Investigative Sources.
700 Policy and Procedure Juveniles It is the purpose of this policy to provide officers guidelines on dealing with juvenile issues.
701 Policy and Procedure Safe Place for Newborns The purpose of this policy is to provide police officers with guidelines to follow when taking into custody a child whom a law enforcement officer believes to be 72 hours old or younger and the parent of the child relinquishes custody of the child and does not express an intent to return for the child.
800 Policy and Procedure TIME System Security The rapid and efficient exchange of information between law enforcement agencies has been recognized as one of the major elements of crime control and apprehension. Providing a central system for the collection and dissemination of information of mutual concern to law enforcement agencies represents a forward approach to solving a common problem. The TIME (Transaction Information for Management of Enforcement) System was implemented to address this problem.
801 Policy and Procedure TIME System Training The purpose of this policy is to insure compliance with NCIC policy and regulations concerning training requirements.
802 Policy and Procedure Criminal History Records Information (CHRI) CHRI means information collected by criminal justice agencies on individuals consisting of identifiable descriptions and notations of arrests, detentions, indictments, information or other formal criminal charges and any disposition arising there from, sentencing, correctional supervision and release (Department of Justice, Rules and Regulations on Criminal Justice Information Systems, 41 CFR 11714, March 19, 1976).
803 Policy and Procedure TIME System Data Entries The purpose of this policy is to provide guidance to TIME System users in making data entries. Entry of data in the TIME System can only be accomplished if the agency has proper documentation.
804 Policy and Procedure TIME System Record Validation To provide guidance to employees on proper validation procedures and techniques to assure that all record entries in the CIB and NCIC files are accurate and up to date.
